I'm also not sure where you got this.  Parallax is the apparent shift when 
you view something from two different positions, right?  I took his use of 
the term "Neanderthal parallax" to refer to the different way of looking 
at things that his main characters were exposed to when seeing things from 
the viewpoint of the Neanderthal society.  Seems like a perfectly valid 
use of the term to me.
