Based on what is currently on the market, there are current-day
technical limitations. Considering that what is on the market is
typically two or three generations behind what is currently being
developed in labs in most fields, I would not be surprised if it were
not in development somewhere.

Now, there may actually be some limitations on how small a GPS antenna
can be (yes, you need a few centimeters of wire, but there is no
dictation on the diameter of the wire or that it cannot be wound into a
coil). That's okay, you can do the same thing with cellphone signals,
and you don't even need to be an administrator of the cell network to
do so.

This fellow patched together a very simple means of locating a
cellphone with two direction finders.
