Not fully. The static part consists of the laws of physics (which
don't change at all) and the human genome, material composition of the
Earth and energy input from the sun (which don't change quickly enough
to make a difference on economic timescales).
Basically, I don't believe there's any such thing as fully recursive
self-improvement; it seems to me there always has to be a static part
that drives the improvement of the dynamic part; but I'm curious about
the reasons people like Eliezer have for believing otherwise.
