It has been done, by CIA to the Cambodians in the 1970s.
The effected soldiers applied the facial makeup to their 
cheeks, which is thought to have given rise to the term
"pinko commie."

These soldiers soon began to refer to each other 
familiarly as "rouges."  When one such Cambodian soldier
wished to summon another, he was often heard to utter
"Hey!  Khmer, Rouge!"
