Sure. If you use a text only mail reader, such as Mutt, Pine, Elm, Mailsmith, etc., then webbugs don't work. However, spammers are aware that 90+% of computer users use mail clients that render HTML, and thus they use webbugs in order to verify that the addresses they are sending to are valid.
