Evolution is not self-directed.
There may be a type of meta-evolution where having a high mutation
rate is an advantage, and hence selected for, but there is absolutely
no direction to that mutation on any level.
Any apparent direction is caused by selection of what works.
(or more accurately - deselection of what doesn't work)
