Ja but this is a good thing.  Keeping the government
in debt up to its eyeballs keeps relentless pressure on 
to cut the budget, cut everywhere, keep that spending
down.

Yes.  Many centuries ago, philosophers claimed
that all democracies would last only a couple hundred
years.  They suggested that eventually the proletariat
would realize it could vote itself ever larger slices
of the commonwealth pie.  Perhaps if there is no commonwealth
pie, and all the government owns is a pile of debt, the
voters would not be so eager to vote itself a piece of it.

It seems to have worked so far.
