But its chances of passing are irrelevant.  It is
entirely and completely unconstitutional on its face,
and the Constitution gives the Supreme Court the right
to review such laws no matter what the laws say.

It would be interesting if Congress passed it, and the
Supreme Court overruled it, and Congress tried to
pretend that was an illegal ruling and ignored it.  I
wonder if repeatedly passing blatantly
unconstitutional laws with the effect of triggering a
crisis in confidence in the government, is itself
criminal negligence and/or treason (insofar as to
attempt to destroy the government of the United States
is to make oneself an enemy of said nation)?
