You kill engineers and scientists, blow up universities and laboratories.
Shoot anyone conected with foreign investment. Destroy very high value
targets like wafer fabs etc.

What got the IRA into serious negotiations with the British govt was the
series of $billion attacks on the City of London, the financial centre and
subsequent threats by foreign money to leave because it was becoming unsafe.
