I compared these proposed bills to baseball cards, and come to think of it  
the idea makes some sense if we forget about legal currency and instead  
make them something like baseball cards.

People could trade them on ebay, or even on some exchange created for that  
purpose (one created by our own Robin Hanson, possibly).

In other words, treat them like commodities with no legal face value, made  
of precious metals. They could be silver or gold medallions. Their market  
value would reflect the underlying metal, their rarity, and the popularity  
of the philanthropist who sponsored the issue.
