Ask any contractor working in a Fortune 500 company. Most of them will
say they do all the work and report to about ten managers who liaise
with each other and send reports up the line to more senior managers.

'Too many Chiefs and not enough Indians'

Though people have stopped saying that nowadays when all their work is
being outsourced to India.  :(
