Perhaps there should be a time coordinate of some sort set out and 
therefore  a large number of certificates could be issued
, each dated to document a specific time slice for a rolling possession 
of the "universe".

There could be a numbering system and  "transfer to and from"
The creator of the certificates then must keep a registry of such......
