This is true.  But extracting them would be difficult: they're bunkered
deep inside the wombs of red-blooded American women.  He's already
gotten flak about the development of "bunker buster" missiles...

Ending that one before it gets too raunchy, even for this list.  ;)

Anyway, he might have more luck (and would be more likely to try) just
slapping that designation on the scientists and others who propose to
do these studies.  They are adults, and thus legally culpable for their
actions; they engage in political "combat" to support their aims; and
they are demonstrably opposed to, and thus enemies of, his stated
vision of America.
