They may move because their previous environment was hostile and were
looking for a better life. On a more local level, people live in less
friendly places because they can't afford to live in good
neighbourhood.

And they can't just decide to leave because they spent their savings
in searching for a better life - and any money they have is needed to
survive. Plane/train tickets are not free, just in case you thought
otherwise.
