I made some Google searches on the phrase "n years away" to see how 
predictions are made.

Amusingly enough the predictions are more dependent on the decimal 
system than on actual facts.

Due to the grouing in the results my guess is that predictions under 5 
years er based on development, while predictions >= 10 years are based 
on research, and predictions >= 20 are just wild guessing.

So much for 2038 ;-)
