This is an important point. It's not just the money, or even the lives lost
(which admittedly are relatively few on the historical scale): to what
extent is progress retarded by an atmosphere of paranoia, constant
surveillance, red tape in the way of travel, communication and trade etc?
The effect is hard to put a number on, but that doesn't mean it's small.
