No, they had the theory, the QED by G.Preparata,
a bit different from what Julian Schwinger
wrote about the role of the lattice in cold fusion

Due to lack of money ... any reasearch
on cold fusion came to an end (in 2002).

This means that they achieved (reproducible)
results both in the production of 4He and
heat, but the excess heat (or power) wasn't 
considerable at all!
