For that kind of a budget -- absolutely. The Manhattan project
consumed a considerable fraction of the then-GNP. There's no way
to expect not spending a few percent of today's GNP over the course
of a decade or a couple and succeeding.

Of course one could just wait until the natural course of
developments drops you the ripe fruit into your lap, for free.
Eventually it will, but other guys will have been there first.
