Your heathen units seem to boil down to 14.5 km/l, or 2.1 l/100 km.
3 l/100 km has been there for a while (VW Lupo 3L TDI, Audi 1.2 TDI), 
and 2 l/100 km is in the works (1 l/100 km has been demoed 2002, but
abandoned as too expensive).

I presume 1 l/100 km and below would mean abandoning the ICE,
and moving to carbon/epoxy composites.
