This is unhealthy for a  large serious or reasons, not the least being that
this generates corruptions since while some rules may be rarely enforced, an
exception can always be made the other way around. But it is perfectly true
that *taxation policies themselves* take into account some degree of evasion
(or today perhaps more often avoidance). This means of course that full
compliance exposes one to be outcompeted in the market...

Well, let us say that some rules are taken more seriously than others, and
that actual chances of enforcement, especially given that as far as civil
liability is concerned we do not have such things as punitive damages, is
usually factored in... :-)
