I'm not sure that he's arguing that a billion people have clinical iodine deficiency;
but iodizing salt sounds like a good way to go for people whose diets include salt. 
I wonder whether using iodine to clean up water might also be a good way to introduce
more iodine into people's diets (not a chemist, so I have no idea if this is right)?
