The US gvt already does this, although the rest of the world seems not to believe.

Personal experience: friend with nothing - no job, no savings, no income - becomes
ill and goes to the local Health Department. Turns out she has multiple myeloma and
is hospitalized, treated, MRIs, CatScans, medications, stay in a rehab situation,
released to home with regular home help coming - and home-based therapy, drivers for
medical appointments....  This goes on for months and months. The outcome was never
likely to be good, but the work is done anyway. Special equipment, a special bed, a
special chair, canes, walkers, wheelchair, pain and other meds... all is provided.
To her, it is free. We taxpayers footed the bill.

(... and who did she credit for any pain relief or bright signs?  Her chiropractor,
her "past-life medium", her "health food", "energy balancing", prayers of friends...
 Arrgh. That made me crazy, but she was my friend and I mourned her suffering with
her anyway, I always knew she was nuts...)
