To the extent such developments are perceived as "concentration of
power" they will remain unlikely due to their relatively high physical
vulnerability.  This is the basis for my initial comment supporting
the principle more than the edifice.

The space elevator concept is susceptible to the same formulation but
with different coefficients.  It is inherently more vulnerable, but
somewhat more likely to be seen as a more widely distributed good.
