*What* to do is obvious from simple EP theory.  Reduce the population
growth to zero or at least below the growth of the local economy.

*How* to do this is the hard question.

Any ideas?  (Releasing smallpox is not acceptable, though if pressed
hard enough the Russians probably will.)
