plumber to repair the plant and again the mason to repair the wall.

The owner will do it only because he have no other way to have the job 
done. But, given the plumber is also a capable mason, he would prefer to 
pay the same to the plumber to do all the job himself.

The main point to a makework job is to prevent other from doing the job 
in question and force people to pay more for the job done.
