[ExI] META: Call for moderator candidates

[Max More]

In light of the discontinuation of Spike's greatly appreciated 
service as moderator, rather than settle on a replacement 
immediately, let's hear from any of you who think they would be good 
at the job and who have the time and energy to do it.

This is probably a good time also to review the List Agreement and 
Guidelines and to set out what is expected of a moderator. See
