You're talking about corruption. The Corruption Perception Index
(http://en.wikipedia.org/wiki/Corruption_Perceptions_Index) ranks the
top ten (i.e. least corrupt) countries:

Denmark
New Zealand
Sweden
Singapore
Finland
Switzerland
Iceland
Netherlands
Australia
Canada

Italy is indeed quite low among the OECD countries at no. 55. Do you
see a correlation between level of government involvement in the
economy and corruption in these rankings?
