Corporations are formed of human beings, so are prone to corruption as
much as the governments.
But they pay the government officials to obtain a service (for example
to buy some stuff at higher prices; or to make laws that prevent new
competitors to enter in a market).
Biggest the government, biggest the services the "business" (any
organized group) is able to obtain if it pay the right people in the
right positions. And more difficult for the general public to understand
what the government do, where it is screwing up and to change it.
