Old problem.
Do you know how many laptop the government agents lose every year and
how much secret or sensible files are there? Plenty.

Obviously, banning the protocol or the sharing of some type of files
will be a waste of time.

They are trying to fix with technology the stupidity of people they
hire. The solution is to kick out the people that share the documents.
The simple fact they install this type of software inside government
computers is enough to tell they are not fit to handle government
equipment and files.
