[ExI] Inflatable tower could climb to the edge of space

Just a general question someone else might've addressed but I missed: if this is inflatable and all that, might it very easy to put it up and take it back down? For instance, imagine, to get the most delta V from the planet's rotation and, more or less, constant winds, it's placed near the equator (as Keith suggested). Wouldn't it be relatively easy to take down if, say, a large cyclone were approaching? (Of course, it's likely one would want to plant the thing where such storms are very unlikely.)
