The messages are only duplicating for Gmail users who are subscribed
to both Exi and WTA lists.
It is a feature of Gmail, that it combines all messages with identical
subject headers into one single thread. This can get a bit confusing
for such Gmail users, as replies from both Exi and WTA get combined
into the same thread.
The solution is that when people want to post the same message to both
lists, they should change the subject header between lists, rather
than just cc the other lists.
