As it work in Italy, the car insurance is obligatory only to cover the
damages I do to others. If I crash against a tree on the side of the
street, I will not receive nothing.
People are free to pay for additional coverage against vandalism,
natural events, etc.
The laws, unfortunately, force insurance to insure all. Fortunately,
they don't mandate a maximum. This is because the prices of a car
insurance is much lower in the north Italy than in the south of it.
The laws, changed to prevent insurance from delaying the payments of
damages, had the unintended consequence to force the insurances to pay
immediately and after litigate in a tribunal with scammers.
Given the time needed to have a dispute settled in the tribunals of
Italy, many if not all firms avoid the troubles and pay immediately.
They charge and spread the costs on all insured.
