After the fall of the Soviet Union, a few people expected that the
decreased requirements for offensive and defensive capabilities in
western countries would have led to more funds devoted to R&D and
technoscientific education.
What happened, with the obvious exception of the United States, is
that the R&D and technoscientific education overall budget actually...
decreased, out of diminished international pressure to compete in that
area at a national level, be it just in "prestige" and political
terms.
