[ExI] New NASA plans

Does anyone know if this article from the Economist about Obama's plans for
NASA:

is anywhere accurate? The overall tone is more positive than I expected...
in particular, the elimination of "cost-plus" contracts seems a big step in
cleaning things up. And, well, I'm a huge fan of SpaceX :-)
