I can't know what it's like to be a flatworm, assuming there is something it is like to be one, but clearly full-scale consciousness begins to appear somewhere on the evolutionary scale from flatworms to humans.

I feel comfortable saying 1) humans have consciousness, 2) some other organisms with highly developed nervous systems almost certainly have consciousness (chimps, etc) and 3) simple organisms that completely lack nervous systems do not have it.
