Neither Jeff, but rhather: Hear Here.  Think about it, makes perfect sense.
(Otherwise it would have been Hear squared.)  Back in the old days before
sound amplification, government was accomplished by a bunch of politicians
in a single room discussing some topic.  Perhaps several were talking at the
same time.  When someone uttered some noteworthy comment, a bystander would
say Hear Here! to call the attention of the others.  The rhyme makes it
better than Listen Here.
