I imagine the 10 (11?) or 26 dimensions of string theory having a few
extra dimensions (ultimately, universes) to manage this frozen-state
problem.  Take any frame of a movie with which you are familiar - what
is "happening" at that moment.  The frame has zero happening, but your
understanding of the context of the movie can identify it's location
in the plot and 'happening' you could validly discuss is a vector
through that plot at which this frozen state is only a particular
derivative.

I'm certainly no physicist, but I imagine an oft-overlooked point on
the 'rolled up' dimensions of string theory is that these extra
non-spacetime dimensions may have measure less than 1 planck unit, but
that doesn't mean they don't contain multivariant data. (ex:
noninclusive range from -1 to 1 are less than abs(1) but contain an
infinite number of real values)

back to the movie analogy, consider that when spacetime is 'reduced'
out of consideration (as you mentioned with your photon ride leading
to omnipresent unity) those other dimensions retain the details of
'context' for your mental movie.

I also imagine that these other dimensions are the DNA for the
universe we perceive.  Perhaps 'fitness' for evolution is the
intelligence of life produced in the entire range of spacetime for
that universe.  I wonder if it is possible to move between them
analogously to getting off that photon-ride at the wrong station...
