Alternatively, it could be viewed as it's time to get the government out of the
minting business if not completely out of the money business.

cent nickel coin.
There is a good way to know when it's time to stop making a coin, if you place
one on the sidewalk in a busy city and nobody bothers to pick it up then stop
making it.
