It's pretty much just what it looks like.

The Cuban leaders that are to come after Fidel aren't fooling
themselves that they have a crap system. And now Fidel came out to
explicitly state that he doesn't bother to disagree. His only option
really, besides going on a pitiful impotent rant while he lays in his
bed dying.

One option for the new Cuban leaders is to go for the Chinese
solution, i.e. switch to capitalist economics and redefine "communism"
to just mean that you don't bother to hold democratic elections.
