The judiciary would not be able to handle the burden of enquire any and
all his actions, accusing his of anything he did against or not the
laws, put him in trial for whatever the prosecutors could dream and Lex
Luthor, The Jocker and other "pentiti" (repennted) or "collaboratori di
 giustizia" (justice collaborators)  could support with or without
material proof but their "convergent statements".
