Not exactly.  First Somalia is not an anarchy in the most strict sense
of the word.  There is a recognized government but it only controls a
very small part of the country.  The rest of the country suffers from a
civil war   A civil war which has gone on for about two decades.   What
you have is not an anarchy (ie no government) rather you have is more
than one group fighting it out to become sole government in Somalia.

To refer to Somalia as the Libertarian Paradise makes about as much
sense as referring to Cambodia under the Khmer Rouge as a government
