Automatic response to seismic activity, AIUI, with most of them being
back online.  The two damaged ones were closest to the epicenter, and
fairly old to boot.

The "from the US" seems to be a false rumor.  The coolant is water.
Light water with less deuterium in it for preference, but right now
they're just pouring water in.
