Ja.  If a government shovels trillions of dollars into businesses and yours
is not one of those on the receiving end, the government is taking your
capital and giving it to your competitor.  That is a perfect example of a
business unfriendly government.  The winning strategy now is to try to
preserve some capital, wait for government to run out of other people's
money, then when it does, the needs will be great and the opportunities
greater.
