federal spending bill that explicitly prohibits NASA from collaborating with
China."

So sad.  If it's true that China will begin using its US debt holdings (or
else eat the devaluation) to acquire natural resources (rare earths) from
around the world I think Americans are really going to regret their lack of
cooperation come the next couple of decades.
