This is only for India.  As the article notes, transportation costs
are a significant
factor.  Low income people elsewhere would need a sponsor, interested in their
improvement, to be able to get (or, usually, even know about) this - and that's
something that most low income people don't have.  (If you don't have
a computer,
it's difficult to hop online and find out about this.  And then
there's the cost of
having a 'Net connection.)

Even within India, I worry whether it will receive too little
distribution to make much
of a difference.  Still, it's a start.
