Take their claims at face value and act as stupid:

Make laws forcing federal and state employees to keep all the mail they 
receive and send. Make a felony, for these people and their IT guys, to 
not be able to show up these mails (certified original by an external 
authority).

These laws should be made both a the fed level (if and when Republicans 
take control) and at the state level.

I don't know the intricacies of the US laws, but I suppose a state 
legislative could make law binding federal employees working or dealing 
with people inside their borders to some standards.
