Oh, and I should have said all along:

If the US intends to defend Estonia and such, they should send
substantial amounts of troops to base there *now*. That would
demonstrate to the Russians that they can't invade without a real war.

If the US however *doesn't* set up real military bases in some NATO
countries, I am inclined to read that as a signal that the promise of
defending those countries is a bluff.
