BillK this explanation for dark matter is at least as good as any
alternatives I have heard.  Under some conditions the primordial black holes
wouldn't have had time to evaporate from Hawking radiation, or they
maintained their existence by absorbing enough mass to compensate for losses
from Hawking radiation.  If this were Physics MythBusters, I would label
this one as plausible.
