If only one in a hundred people were in a database like this, it would be
helpful to law enforcement. They could look for a perp in a family of
hundreds of people rather than in the entire population. As to it being
male centric, rape is primarily a male predilection and that's a case where
DNA is very likely to be helpful in capturing said bad guy.

The interesting question is how long will it be before they collect
everyone's DNA, not just those who have in some small or large way
intersected with the criminal justice system.
