Birth date, street address...apparently it really was an easy to guess
password.  And, yes, there are some police officers these days - at least
in Silicon Valley - who are at least passingly familiar with the basics of
hacking, enough to pull off occasional things like this.

Agreed.  But if they can't and that one cop can...especially if the cop has
explicit permission from the woman's next of kin (i.e. the iPad's legal
owner if the woman is dead).
